This paper presents an axiomatic framework for the priority heuristic, a model of bounded rationality in Selten’s (in: Gigerenzer and Selten (eds.) Bounded rationality: the adaptive toolbox, 2001) spirit of using empirical evidence on heuristics. The priority heuristic predicts actual human choices between risky gambles well. It implies violations of expected utility theory such as common consequence effects, common ratio effects, the fourfold pattern of risk taking and the reflection effect. We present an axiomatization of a parameterized version of the (...) heuristic which generalizes the heuristic in order to account for individual differences and inconsistencies. The axiomatization uses semiorders (Luce, Econometrica 24:178–191, 1956), which have an intransitive indifference part and a transitive strict preference component. The axiomatization suggests new testable predictions of the priority heuristic and makes it easier for theorists to study the relation between heuristics and other axiomatic theories such as cumulative prospect theory. Alan Gross applies the principles of rhetoric to the interpretation of classical and contemporary scientific texts to show how they persuade both author and audience. This invigorating consideration of the ways in which scientists--from Copernicus to Darwin to Newton to James Watson--establish authority and convince one another and us of the truth they describe may very well lead to a remodeling of our understanding of science and its place in society.

Taking Savage's subjective expected utility theory as a starting point, this thesis distinguishes three types of uncertainty which are incompatible with Savage's theory for small worlds: ambiguity, option uncertainty and state space uncertainty. Under ambiguity agents cannot form a unique and additive probability function over the state space. Option uncertainty exists when agents cannot assign unique consequences to every state. Finally, state space uncertainty arises when the state space the agent constructs is not exhaustive, such that unforeseen contingencies can occur. (...) Chapter 2 explains Savage's notions of small and large worlds, and shows that ambiguity, option and state space uncertainty are incompatible with the small world representation. The chapter examines whether it is possible to reduce these types of uncertainty to one another. Chapter 3 suggests a definition of objective ambiguity by extending Savage's framework to include an exogenous likelihood ranking over events. The definition allows for a precise distinction between ambiguity and ambiguity attitude. The chapter argues that under objective ambiguity, ambiguity aversion is normatively permissible. Chapter 4 gives a model of option uncertainty. Using the two weak assumptions that the status quo is not uncertain, and that agents are option uncertainty averse, we derive status quo bias, the empirical tendency for agents to choose the status quo over other available alternatives. The model can be seen as rationalising status quo bias. Chapter 5 gives an axiomatic characterisation and corresponding representation theorem for the priority heuristic, a heuristic which predicts binary decisions be- tween lotteries particularly well. The chapter analyses the normative implications of this descriptive model. Chapter 6 defends the pluralist view of decision theory this thesis assumes. Should a theory of meaning state what sentences mean, and can a Davidsonian theory of meaning in particular do so? Max Ko¨lbel answers both questions affirmatively. I argue, however, that the phenomena of non-homophony, non-truth-conditional aspects of meaning, semantic mood, and context-sensitivity provide prima facie obstacles for extending Davidsonian truth-theories to yield meaning-stating theorems. Assessing some natural moves in reply requires a more fully developed conception of the task of such theories than Ko¨lbel provides. A more developed conception is also (...) required to defend his positive answer to the first question above. I argue that, however Ko¨lbel might elaborate his position, it can’t be by embracing the sort of cognitivist account of Davidsonian semantics to which he sometimes alludes. (shrink)

We distinguish three qualitatively different types of uncertainty—ethical, option and state space uncertainty—that are distinct from state uncertainty, the empirical uncertainty that is typically measured by a probability function on states of the world. Ethical uncertainty arises if the agent cannot assign precise utilities to consequences. Option uncertainty arises when the agent does not know what precise consequence an act has at every state. Finally, state space uncertainty exists when the agent is unsure how to construct an exhaustive state space. (...) These types of uncertainty are characterised along three dimensions—nature, object and severity—and the relationship between them is examined. We conclude that these different forms of uncertainty cannot be reduced to empirical uncertainty about the state of the world without inducing an increase in its severity. (shrink)

The malicious acts of terrorism in New York and Washington emphasized the need for states to combat terrorism. Likewise, Israel has suffered various terrorist attacks since its establishment. There are distinctive features in contemporary terrorism which call for a new assessment of its nature and the status of terrorists in domestic and international law. In October 2000, a violent conflict erupted between organizations operating within the territory of the Palestinian Authority--an entity that is not a state but is a sovereign (...) authority--and the State of Israel. This is a new type of armed conflict, one different from that treated in the international law of armed conflicts. No clear view exists as to the rules which should be applied in such a situation. This is one of the questions that shall be raised in this article. As a result of the violence against Israel, Israel initiated a policy which the media has called 'Israel's elimination policy', but which I believe may be more appropriately described as 'preventive action' taken by Israel within the framework of a military policy aimed at neutralizing terrorist organizations by targeting the perpetrators or their commanders. In this article I shall examine whether this policy is legitimate as a matter of law and morality. (shrink)

Responsible citizens are expected to combine ethical judgement with judiciously exercised social activism to preserve the moral foundation of democratic society and prevent political injustice. But do they? Utilizing a research model integrating insights from rational choice theory and cognitive developmental psychology this book carefully explores three exemplary cases of morally inspired activism: Jewish rescue in wartime Europe, abortion politics in the United States, and peace and settler activism in Israel. From all three analyses a single conclusion emerges: the most (...) politically competent individuals are, most often, the least morally competent. This is the central paradox of political morality. These findings cast doubt on strong models of political morality characterized by enlightened moral reasoning and concerted political action while affirming alternative weak models that fuse activism with sectarian moral interests. Zenon Pylyshyn argues that cognitively driven attentional effects do not amount to cognitive penetration of early vision because such effects occur either before or after early vision. Critics object that in fact such effects occur at all levels of perceptual processing. We argue that Pylyshyn’s claim is correct—but not for the reason he emphasizes. Even if his critics are correct that attentional effects are not external to early vision, these effects do not satisfy Pylyshyn’s requirements that the effects be direct (...) and exhibit semantic coherence. In addition, we distinguish our defense from those found in recent work by Raftopoulos and by Firestone and Scholl, argue that attention should not be assimilated to expectation, and discuss alternative characterizations of cognitive penetrability, advocating a kind of pluralism. Gross Where do we get the idea that emotion is kind of excess, something housed in our nature aching for expression? In part, I argue, from The Passions of the Soul (1649), wherein Descartes proposed the reductive psychophysiology of emotion that informs both romantic expressivism and (...) latter-day psychology. Indeed, one goal of this article is simply to recall that we do not just naturally express emotions generated in our amygdala or wherever, but rather that we are first constituted as expressive agents by what the philosophers of the Scottish Enlightenment called "social passions." Contrary, however, to these largely optimistic philosophers, such as Hutcheson and Smith, who anchored social passions in a moral sense equally shared by all, I argue that the constitutive power of emotion derives from their unequal distribution. In what follows I work primarily with Aristotle's Rhetoric and Thomas Hobbes to outline a "political economy" wherein passions are (1) constituted as differences in power and (2) conditioned not by their excess but by their scarcity. Though we may reject the political conclusions reached by Aristotle and Hobbes, their analysis of emotion allows us to address important political questions neutralized in the Cartesian paradigm. 1. Descartes If you are tickled to learn that Aztec culture located passions in the liver, here is something at least as quaint from Descartes: "The ultimate and most proximate cause of the passions of the soul is none other than the agitation with which the spirits move the little gland which is in the middle of the [End Page 308] brain," that is, the pineal gland. Or so Descartes proposes in his 1649 treatise on the passions composed for Princess Elizabeth of Bohemia. Now compare this to Aristotle's Rhetoric, where for instance anger is defined as "desire, accompanied by distress, for conspicuous retaliation because of a conspicuous slight that was directed, without justification, against oneself or those near to one" (1378a 31-33). For Aristotle anger may indeed be accompanied by physical distress, as in the boiling of blood expressed in crimson cheeks, but its proximate cause is anything but that little gland in the middle of the head. Anger is a deeply social passion provoked by perceived slightsunjustified, and it presupposes a public stage where social status is always subject to performative infelicities.Indeed, we can learn a good deal about the rhetoric of human nature in early-modern Europe simply by asking what passions were. When we do, we find not only that their descriptions disagree, but also that the things described as passions seem incommensurable. Are passions tangible "things" residing in the soul, or are they dispositions of the heart or beliefs of the mind? Is passion a matter of personal expression, or is it something essentially social that a person performs? Do they come from our interior, or from the things we perceive? - A recent debate has touched upon the question of whether diseases can be understood as dysfunctional mechanisms or whether there are "pathological" mechanisms that deserve to be investigated and explained independently (Nervi 2010; Moghaddam Taaheri 2011). Here I suggest that both views tell us something important about disease but that in many instances only a systemic view can shed light on the relationship between physiology and pathology. I provide examples from the literature in systems biology in support of my (...) position. As a result of my analysis, I conclude that a perspective narrowly focusing on mechanisms is insufficient if the goal is to get a comprehensive picture of disease. (shrink)

Linguistic intuitions are a central source of evidence across a variety of linguistic domains. They have also long been a source of controversy. This chapter aims to illuminate the etiology and evidential status of at least some linguistic intuitions by relating them to error signals of the sort posited by accounts of on-line monitoring of speech production and comprehension. The suggestion is framed as a novel reply to Michael Devitt’s claim that linguistic intuitions are theory-laden “central systems” responses, rather than (...) endorsed outputs of a modularized language faculty (the “Voice of Competence”). Along the way, it is argued that linguistic intuitions may not constitute a natural kind with a common etiology; and that, for a range of cases, the process by which intuitions used in linguistics are generated amounts to little more than comprehension. There is a long tradition of drawing metaphysical conclusions from investigations into language. This paper concerns one contemporary variation on this theme: the alleged ontological significance of cognitivist truth-theoretic accounts of semantic competence. According to such accounts, human speakers’ linguistic behavior is in part empirically explained by their cognizing a truth-theory. Such a theory consists of a finite number of axioms assigning semantic values to lexical items, a finite number of axioms assigning semantic values to complex expressions on the basis (...) of their structure and the semantic values of their constituents, and a finite number of production schemata. The theory enables the derivation of truth-conditions for each sentence of the language: something of roughly the form ‘S is true iff P’.1 The claim that speakers stand in a cognitive relation to such theories is advanced, not as a conceptual analysis of semantic competence or understanding, but rather as an empirical hypothesis about human speakers in particular, one part of a broader empirical account of our linguistic competence and cognition generally. It therefore must mesh with the rest of our theorizing in these areas and whatever relevant data from neighboring inquiries there may be. At the close of his discussion of time in Book 11 of the Confessions (397– 401), Augustine abandons his empirical inquiry for an impassioned prayer. He writes.

Pregnant people experience moral judgment in healthcare settings that may be coded into clinical documentation. Stigmatizing language in medical records transmits bias between clinicians, potentially exacerbating disparities in maternal morbidity and mortality. We examined obstetrical records from 100 randomly selected patients who received prenatal and delivery care in an academic hospital system. Qualitative analysis sought to identify linguistic features conveying negative attitudes or moral judgment, revealing themes of epistemic injustice: (1) discrediting patient testimony as incompetent, unreliable, and hysterical; (2) unnecessary (...) details that are objectifying, stigmatizing, or unprofessional; and (3) judgments of maternal fitness, where women are labeled “bad mothers” by emphasizing neglectful, selfish, and debauched characteristics. We conclude by advocating for further validation of our findings, revisiting medical education paradigms, and supporting the development of natural language processing (NLP) technologies to detect and intercept stigma. Modern war poses hard ethical problems for the practice of medicine, making it difficult to identify medical ethics during times of armed conflict with medical ethics during times of peace. This sets up an enduring challenge for medicine, as doctors and other healthcare professionals weigh their responsibilities as caregivers against other responsibilities and obligations that citizens must shoulder during war.

Theories of consciousness divide over whether perceptual consciousness is rich or sparse in specific representational content and whether it requires cognitive access. These two issues are often treated in tandem because of a shared assumption that the representational capacity of cognitive access is fairly limited. Recent research on working memory challenges this shared assumption. This paper argues that abandoning the assumption undermines post-cue-based “overflow” arguments, according to which perceptual conscious is rich and does not require cognitive access. Abandoning it also (...) dissociates the rich/sparse debate from the access question. The paper then explores attempts to reformulate overflow theses in ways that don’t require the assumption of limited capacity. Finally, it discusses the problem of relating seemingly non-probabilistic perceptual consciousness to the probabilistic representations posited by the models that challenge conceptions of cognitive access as capacity-limited. Modern emotion theories emphasise the adaptive value of emotions. Emotions are by no means always helpful, however. They often must be regulated. The study of emotion regulation has its origins in the psychoanalytic and stress and coping traditions. Recently, increased interest in emotion regulation has led to crucial boundary ambiguities that now threaten progress in this domain. It is argued that distinctions need to be made between (1) regulation of emotion and regulation by emotion; (2) emotion regulation in self and (...) emotion regulation in others; and (3) conscious and nonconscious emotion regulation. Using a process model of emotion generation, this review considers promising research on basic processes and individual differences in emotion regulation and poses five theoretical challenges.
